The numbers of child murders in Britain remain as low as ever, and there is no evidence that any number of new anti-paedophile laws or PR campaigns reduces the minimal risk to children. But then, the current furore is not really about paedophiles. It is about politics. ...

It is against this background that Reid has seized upon the paedophile issue in a desperate attempt to ‘connect’ with a constituency, to show that New Labour shares the public’s concerns on one issue where everybody agrees there is a clear line between Good and Evil. Playing the populist card against an imaginary army of sex offenders at the school gates is a rare opportunity for a politician like Reid to pose as a man of the people, and have a swipe at the bewigged judges while he is at it. ...

It is not often we on spiked find ourselves agreeing with much that a chief police constable has to say. But Chief Constable Terry Grange of Dyfed-Powys, the child protection spokesman for the Association of Chief Police Officers, had a point when he suggested this week that the government had ‘surrendered’ policy on child sex offenders to tabloid newspapers. ‘It is impossible to work consistently, coherently when every month or every six months there is a policy change or reaction brought about by pressure from the media…. The only people with any real strategic intent and understanding of where they want to go and the will to be ruthless in getting there is the News of the World.’ ...

In the process these legal gestures also risk sweeping away important principles of criminal justice, such as the notion that people are punished for what they do, not what they might do or even fantasise about doing in the future; or that criminals who have served their time are considered to have, in the traditional phrase, ‘paid their debt to society’. If these principles are no longer to apply to those convicted of sex offences, what about others? Why not a public register of convicted murderers, drug dealers, drunk drivers or wife beaters in our communities?

As I have argued before on spiked, after the conviction of Sarah Payne’s murderer in 2001 put the campaign in the headlines, ‘Sarah’s Law can’t protect us from fear’. Nor could a law protect us from politicians and others prepared to stoop so low to exploit our most basic concerns....

There will be no winners from this messy, tired panic. Every time the government introduces a new crackdown on child sex offenders, it will only give rise to demands for yet more, fronted by a haunted victim’s mother. Yet there are likely to be plenty of losers. Paedophile panics risk damaging everything they touch, from the criminal justice system to public trust and intelligent debate. Nor do they offer any respite to the relatively small numbers of real victims, whose ordeal can only be made worse by endless public scrutiny and pronouncements that their lives have been ruined. As for the millions of children who will never experience this sort of abuse, the current climate risks sentencing them all to a life of mistrust and insecurity.

We are witnessing the politics of the jailhouse, where everybody seeks to demonstrate that, whatever else they might have done, they are on the side of Good against the threat posed by Evil perverts. Some of us have argued since the morbid obsession with child abuse escalated almost 20 years ago that fear itself is the greatest threat to our children’s future in a free society. This is no time to be put off that argument by the emotive words of a young victim’s mother, or those who would use her as a human shield.

During evacuations, Texas plan to weed out sex offenders

Texans who board evacuation buses during hurricanes or other emergencies must first submit to criminal background checks, the state's emergency management director said. The policy is an attempt to keep sex offenders and fugitives from boarding evacuation buses with children, the elderly and the disabled, said Jack Colley, the chief of the state's Division of Emergency Management.

The laws enacted to monitor and control sex offenders are extraordinary. I think we can all agree to that. The general public believes these extraordinary laws are justified. The faces of murdered children, killed by sexual predators, are flashed on the TV urging us to "consider the children." And who could resist? Who would want to? Surely it is justified to face the threats to our children. But what are those threats really? Is there a way to know?

Actually, yes... - The U.S. Government itself keeps track of these threats and is probably the most complete source for the statistics needed to intelligently quantify the numerous dangers children face in their lives. The U.S. Department of Justice, National Incidence Studies of Missing, Abducted, Runaway, and Throwaway Children is such a statistical resource. This report states that in 2002 an estimated 1,325,600 kids went missing. 797,500 were reported as missing. 628,900 of these children were identified as runaway/throwaway kids. Of the other 528,100 children their parents didn't even bother to file a report. Yet we hear the constant scream of "if it saves one child". Oh, there are so many more than that who need to be saved so let’s look at where the danger lies. Out of 1,315,600 missing kids 115 were snatched in the sense that everybody is worried about. And that includes kids that were snatched for ransom, and kids that were snatched by a disturbed or distraught person who wanted a child of their own, so how many are left that were snatched and killed by the sex offenders that are hiding behind every tree? That's what we're really worried about, right? Actually, the report tells us that number is 40 but let’s be generous and use the entire 115 who were snatched out of the 1.3 million who went missing.

You will find that less than 1/100th of 1% were snatched but the number that people care about and are willing to spend our resources on is much lower. To qualify for an outcry there must be a combination of sex, violence and death. Page 11 of the report states that "…40 missing children who were stereotypically kidnapped and killed (an estimated 35) or were still missing (approximately 5) at the time of the study." Yes, that is too many. But are we going to ignore all the others to concentrate on less than 1/200th of 1%? Now, it is a sad fact that there are more children who die each year than just these 40. Many more. How many more and how are they dying? Center for Disease Control http://webapp.cdc.gov/sasweb/ncipc/leadcaus10.html A quick look at Top Ten deaths in minors in 2002 shows that there were 17,759 kids who died (excluding infant mortality). Of those: 1296 were shot to death by someone, 145 were stabbed to death, 89 were strangled, 37 were burned alive, 17 were poisoned, 603 shot themselves, 559 hung themselves, and 6132 were killed in traffic accidents.*

This tells us that in 2002: Your child was 1400% more likely to hang themselves than be snatched and killed by a sex offender. Your child was 1500% more likely to shoot themselves than be snatched and killed by a sex offender Your child was 3200% more likely to be murdered by firearm by someone besides a sex offender. Your child was 4000% more likely to be shot, stabbed, strangled, burned alive or poisoned than snatched and killed by a sex offender. Your child was 15,300% more likely to be killed in a car crash than snatched and killed by a sex offender.*

61% of murdered children under age 5 were murdered by their own parents. We are not speaking of accidents or carelessness that leads to death. Statistically speaking, parents are, by far, the greatest threat to a child’s life. So much for "protect the children!"

You may have noticed above that car accidents were the leading killer of children. Sadly, many of these are completely avoidable.

This tells us that car crashes are killing our kids in great numbers. And that 25% of the time it’s because of drunk drivers. Where is the real rage? Where is the extraordinary response to an extraordinary threat?

It gets worse. It turns out those more than 50% of those drunk drivers was a parent of the dead child. Is this acceptable to Americans?

Your child is 2600% more likely to be killed by you because you couldn’t be bothered to put their seatbelt on when you felt like driving drunk with your kid in the car. Are these the same parents who scream for tougher laws to protect their children against sex offenders??

These are huge numbers of children being killed in brutal ways - it's like a war zone out there. Or is that an exaggeration?

We, as a nation, are so outraged by our causalities in Iraq. Cindy Sheehan let the world know of her personal outrage and why not? Losing a child is not easy.

The war in Iraq started in March 2003. As of 7/11/2007 we had lost 3610 fine men and women. That is an average of 902.5 lives per year. Let’s do some more comparisons of numbers using the numbers above.

More kids are shot to death each year in America than Soldiers are killed in Iraq. 1296 versus 902 More kids kill themselves each year in America than Soldiers are killed in Iraq. 1162 versus 902 More kids are killed by drunk drivers (usually their parents) than Soldiers are killed in Iraq. 1533 versus 902

Combine just those categories and you get 3991 kids who are either shot to death, kill themselves, or are killed by drunk driver versus 902.5 soldier killed in the Iraq war - that's four times as many. Considering that one of the main points of contention of the Iraq war is the casualties, you’d think we’d be at least as concerned about our children.

Some of our children manage to make it to adulthood in spite of the adults in their lives. I kept wondering why a nation would make a mockery of child safety by latching on to the least likely threat. The answer is not so difficult.

Hating sex offenders is easy. Screaming loudly shows your concern about your children. No action is required on the part of the parents except an opinion that is acceptable in society.
Dealing with a runaway or unruly child takes a lot of hard work. A suicidal or addicted child can tear your heart out. A drink now and then saves your sanity. And kids know how to push your buttons and make you mad enough to kill but, of course, you would never do such a thing.
Adults no longer have a vested interest in their children and everyone in the family goes their own direction. Ignoring is much simpler than arguing and disciplining. They are going to do what they want anyway so why bother with a ruckus. Right?

When next you rail against sex offenders ask yourself why you aren’t taking on the big risk issues? The reason, in many cases, is that it would draw negative attention to lifestyles that are counter-productive to a child’s safety. By trying to divert attention elsewhere you expose yourself as a phony and it will come full circle. Count on it.

State Sen. Tim Grendell of Chester Township, a vocal supporter of various measures aimed at getting tougher on crime, says he is excited about a Geauga County company's proposal "to take real-time monitoring of sex offenders to a new level."

He has invited the company to make a presentation Wednesday to a Senate subcommittee on a device it is developing and seeking to patent called "Offendar," short for offender radar. Offendar LLC is marketing it as a "personal threat detection system featuring a key-fob sized electronic device." The device would give the person carrying it "a vibrating, auditory or visual alarm when a sex offender or other person wearing a court-ordered electronic ankle bracelet is in the immediate vicinity."

Why is the company proposing it? "The public wants more than after-the-fact tracking of sex offenders. Many people want to know when a threat is in the vicinity so they can take steps to protect themselves and their children before something happens," according to the company's presentation.

The idea is sure to be provocative, especially among those who think efforts targeting sex offenders have gone too far.

Grendell seems to have no reservations about the company's proposal. "In seeing their idea and understanding how it can enhance what Ohio is already doing, I was very impressed," he said in a memo Monday to fellow lawmakers and the media. [Ed: So stupid and so bizarre it needs no further comment. An appeal to sheer stupidity!]

Why don't we put a monitoring device on lawmakers so we know when they are in the area. They seem to feel that the State of Ohio needs to monitor and know all, so I think that should include monitoring them as well. Course, then everyone would know their dirty laundry too and the game is that they only get to know others dirty laundry...

Sex-offender checks in schools

Prince William County Public Schools is implementing a new electronic Visitor Identification System in all schools.

Effective December 3, Adults visiting Prince William Public Schools will have to present government-issued identification under a new security measure designed to keep sex offenders out. The computerized system runs each visitor against state-run offender databases nationwide to keep track of who visits students.

"This gives us an instant check on whether or not somebody coming into a school, be it a parent, an offender, what have you, is in a national [sex offender] database," incoming school board Chairman Milton Johns said.

The new computerized system, which costs $130,000 to start and about $37,000 each year, has been used on three campuses since a pilot program began in the spring. [Ed: Wait a minute! I can do this check with my $1,000 computer and an Internet connection. Why $130K + $37K/year? Also, when was the last time you heard of a sex offender (who wasn't a teacher) entering a school during classes and either molesting or kidnapping a student? This is sheer madness!]

"When you walk in, they run your driver's license through a scanner the size of a hand-held stapler. It takes your name and date of birth and runs it against the sex-offender databases in every state and would look for a match," he said. Photos will be used to compare people with identical names and birthdays.

If a parent with a legitimate educational reason for being on the campus has a hit on the database, the school staff will take extra caution and restrict him or her to the office area, Crowe said.

The Oregon City Police Department is alerting businesses and residents that a convicted sex offender who preyed on boys and girls aged 9-to-15 has applied for a business license and is currently running a bicycle shop on Main Street.

Harry Alan Garret, 54, was convicted of first-degree sex abuse and third-degree sodomy in 2000, crimes that involved children, both male and female, between 9 and 15, police reported.

According to a news release, Garret was designated a predatory sexual offender by the Oregon State Police Sex Offender Unit, and officers are alerting businesses and residents in the area surrounding the bicycle shop at 724 Main Street.

Garret, a 54-year old white male who is described as 5-feet 5-inches tall weighing 180 pounds, has blue eyes and is balding with light brown hair. He has applied for a business license, but is open for business while the license is under consideration, the release stated.

15-Year-Old Boy Charged with Failing to Re-Register as S.O.

DOVER, Del.- Delaware State Police arrested a 15-year-old Magnolia boy on charges of failure to re-register as a sex offender.

Police say the boy was arrested Wednesday afternoon in Meadowbrook Acres after police received information that he might be in the area. The boy is a tier-two, moderate-risk sex offender stemming from a 2005 fourth-degree rape conviction.

According to authorities, detectives also arrested the boy on an outstanding warrant for unauthorized use of a motor vehicle. Police say that charge was the result of an Oct. 23 investigation.

The boy was arraigned at Kent County Family Court, and ordered held at the Stevenson House Detention Facility.

A Warning To Parents On Halloween

When I was a kid, the big Halloween scare for our parents was the possibility of razor blades or needles placed in the apples or candy given out, presumably by diabolical adults, to the small and unsuspecting trick-or-treaters going door-to-door. That this scare was based not at all on fact and in the complete absence of documented cases, did not keep this urban rumor from becoming a major preoccupation of our parents and teachers. Indeed, this myth is still alive, although modern recommendations, such as having the collected candies X-rayed by benevolent police departments, are the contemporary countermeasures providing the societal upper hand in any negotiations with the evil spirit world. However, like ghost stories told around a campfire by cub scouts, our contemporary Halloween mythology requires ever more frightening embellishments to this specious, and seemingly eternal, narrative.

Far scarier than mere needles placed in a miniature Snicker's bar (after all, what's the worst that could happen? A painful trip to the emergency room?) is the much more ominous possibility of your little trick-or-treater being snatched from a pedophile's porch and tied up in his basement to suffer unspeakable sexual tortures. Even worse, one suspects that such a monster would not let them live after sating his perverse appetites.

That this much scarier myth is no more rooted in fact than the needles and razors of old is of no significance to the ever-vigilant fear mongers who obsessively quote one another in a mad dash to grab market share on the local t.v. news or in newspapers. The truth is, the little bunny or princess-costumed youngsters are far more likely to be killed in a traffic accident while being driven by their parents to a "safe" and organized Halloween venue with police volunteers posted at the doors of the staged events to deter any desperate molesters who might sneak in, than they would be if left alone, amongst their peers, going door-to-door and chanting "trick or treat"!

At some point, we need to ask what effect all of this "long night of fright" has upon our children, ourselves, and our society. There is a cost- I am sure of it- but clearly, it has been completely overlooked as one of the actual dangers we, and our children, face.

Children do face very real problems today. They are over-protected and prevented from developing any life separate from their parents. They are driven to school, watched at play and their activities are organised by adults. As a result, they have less and less opportunity to explore the world for themselves, to choose their own friends, and to learn what it means to be independent.

People are susceptible to the scaremongering around children because we live in a society that has lost faith in itself. Families for Freedom argues the case for less worry and fewer restraints. We urge parents to relax and enjoy their children. We implore everybody to resist the scares that may frighten the life out of our future generation.

Avoiding Kids: How Men Cope With Being Cast as Predators

These days, if Rian Romoli accidentally bumps into a child, he quickly raises his hands above his shoulders. "I don't want to give even the slightest indication that any inadvertent touching occurred," says Mr. Romoli, an economist in La Cañada Flintridge, Calif.

Ted Wallis, a doctor in Austin, Texas, recently came upon a lost child in tears in a mall. His first instinct was to help, but he feared people might consider him a predator. He walked away. "Being male," he explains, "I am guilty until proven innocent."

In San Diego, retiree Ralph Castro says he won't allow himself to be alone with a child -- even in an elevator.

Last month, I wrote about how our culture teaches children to fear men1. Hundreds of men responded, many lamenting that they've now become fearful of children. They said they avert their eyes when kids are around, or think twice before holding even their own children's hands in public.

Men, do you find yourself limiting contact with kids for fear that you'll be accused of being a predator? Is there anything that can be done about this societal problem? Share your thoughts3.

Frank McEnulty, a builder in Long Beach, Calif., was once a Boy Scout scoutmaster. "Today, I wouldn't do that job for anything," he says. "All it takes is for one kid to get ticked off at you for something and tell his parents you were acting weird on the campout."

It's true that men are far more likely than women to be sexual predators. But our society, while declining to profile by race or nationality when it comes to crime and terrorism, has become nonchalant about profiling men. Child advocates are advising parents never to hire male babysitters. Airlines are placing unaccompanied minors with female passengers.

Child-welfare groups say these precautions minimize risks. But men's rights activists argue that our societal focus on "bad guys" has led to an overconfidence in women. (Children who die of physical abuse are more often victims of female perpetrators, usually mothers, according to the U.S. Department of Health and Human Services.)

Though groups that cater to the young are working harder to identify predators, they also ask that risks be kept in perspective. Big Brothers Big Sisters of America does criminal background checks on each of its 250,000 volunteers, and has social workers assess them. Since 1990, the group says, it has had fewer than 10 abuse allegations per year. More than 98% of the alleged abusers were male.

"If we wanted to make sure we never had a problem, one approach would be to just become Big Sisters -- to say we won't serve boys," says Mack Koonce, the group's chief operating officer. But, of course, that would deny hundreds of thousands of boys contact with male mentors.

The Boy Scouts of America now has elaborate rules to prevent both abuse and false accusations. There are 1.2 million Scout leaders, and the organization kicks out about 175 of them a year over abuse allegations or for violating policies.

These policies can be intricate. For instance, four adult leaders are needed for each outing. If a sick child must go home, two adults drive him and two stay with the others, so no adult is ever alone with a Scout. "It's protection for the adults, as well as the children," says a Scouts spokesman.

The result of all this hyper-carefulness, however, is that men often feel like untouchables. In Cochranville, Pa., Ray Simpson, a bus driver, says that he used to have 30 kids stop at his house on Halloween. But after his divorce, with people knowing he was a man living alone, he had zero visitors. "I felt like crying at the end of the evening," he says.

At Houston Intercontinental Airport, businessman Mitch Reifel was having a meal with his 5-year-old daughter when a policeman showed up to question him. A passerby had reported his interactions with the child seemed "suspicious."

In Skokie, Ill., Steve Frederick says the director of his son's day-care center called him in to reprimand him for "inappropriately touching the children." "I was shocked," he says. "Whatever did she mean?" She was referring to him reading stories with his son and other kids on his lap. A parent had panicked when her child mentioned sitting on a man's lap.

"Good parenting and good education demand that we let children take risks," says Mr. Frederick, a career coach. "We install playground equipment, putting them at risk of falls and broken bones. Why? We want them to challenge themselves and develop muscles and confidence.

"Likewise, while we don't want sexual predators to harm our kids, we do want our kids to develop healthy relationships with adults, both men and women. Instilling a fear of men is a profound disservice to everyone."

A computer database which can identify paedophiles and their victims within seconds has been unveiled by police. The Childbase system uses sophisticated software to compare the faces of people in new abusive images with those in pictures already investigated.
